We have been working with the Ministry of Education in Brunei Darussalam since 1984, operating as CfBT Education Services, also known as CfBT. We support Brunei’s bilingual education system through teacher recruitment and professional development, as well as student programmes, capacity-building projects, and research activities. We recruit high-quality teachers to teach in Brunei’s schools, and support the Ministry of Education in equipping local teachers and learners to thrive in a system where STEM subjects are taught in English from Year 1.
We have also developed a range of education, assessment, and professional development projects across the country, to support Brunei’s bilingual system in an effective and culturally appropriate way.
CfBT’s vision is to play a key role in Brunei’s aspiration to have a high-quality, bilingual education system and be a country of educated, highly skilled, and accomplished people. To achieve this, we focus on strengthening systems, building capacity, and empowering learners – ultimately delivering high-impact, evidence-based educational outcomes.
In 2016-19, Brunei’s Ministry of Education piloted the Literacy and Numeracy Coaching Programme (LNCP), with technical assistance from EDT. The LNCP built local teaching capacity through classroom-based coaching. Brunei’s results in the following Programme for International Student Assessment (PISA) were impressive: they showed that Brunei’s improvement in reading literacy – in a test conducted in English – was the best of all 81 participating countries worldwide. We are incredibly proud to have supported this success story through our work. The LNCP is now fully embedded in Brunei’s Ministry of Education, and has had long-term positive impacts on teaching standards and the education system overall.

In 2025, we not only provided 200 high-quality teachers to work in Brunei’s schools, but also supported the ongoing professional development of almost 3,000 Bruneian teachers, in support of the Ministry of Education’s bilingual education policy.
Our teams also focused on ensuring that our teachers transfer knowledge and understanding to Bruneian colleagues for a lasting positive legacy, including on IGCSE and O level teacher courses. We also introduced new advisory teacher roles – one for early childhood, and one for special educational needs – delivering useful, actionable support to their Bruneian peers.

CfBT’s largest intake of new teachers usually takes place in January (due to the Brunei government school year which runs January to December). Other intakes will be held during the year when required.
